We work with the Tertiary Education Commission, NZQA, the Industry Training Federation, business and union representatives and tertiary education providers to include financial education as a core part of many tertiary qualifications.
Financial literacy competency framework
We have developed a financial literacy competency framework to guide providers as they design and deliver programmes so they cover all the core elements of financial literacy. The framework can also help in evaluating existing programmes. For each of the capabilities listed below, the framework describes foundation knowledge, advanced knowledge and expected action or behavioural outcomes.
The framework covers the following capabilities:
- Setting goals and budgeting
- Managing income
- Spending
- Managing debt
- Saving and investing
- Creating and protecting assets and wealth

Free teaching resources for unit standards
We offer free teaching resources for seven of the NZQA unit standards on personal financial management topics. These resources were developed with the support of business and union representatives, tertiary education providers and qualification experts. Please note that some unit standards may expire at end of 2015.
The full list of personal financial management unit standards is available on the NZQA website.
The unit standards are a great resource for developing general numeracy and literacy skills as well as for financial education, and are suitable for use in foundation skills programmes, adult and community education and workplace learning.
The unit standards can be used for NCEA, tertiary and trade qualifications. To find out more, contact your Industry Training Organisation or local education provider.

Each of the seven resource packs includes a workbook, study guide and facilitators manual. They can be used separately or linked together into a progressive course. One of the unit standards is level 1, five are level 2, and one is level 3.
